Marine HSE Manager responsible for driving and executing a best-in-class safety program across vessel operations and shore-side facilities. This role partners closely with Operations to embed Subchapter M / TSMS standards into day-to-day execution through field verification, crew engagement, and risk-based controls. Owns audits, incident investigations, and CAPA governance while translating data and lessons learned into measurable reductions in safety incidents and strengthened operational discipline across the fleet.

Key Responsibilities & Scope:

  • Lead execution of HSE/SMS/TSMS programs across fleet and shore-side operations, ensuring practical application of risk controls
  • Drive field-based safety verification (vessel visits, inspections, coaching) to improve frontline execution and safety culture
  • Own the HSE program, including standards, database management, and crew coaching to strengthen risk identification and mitigation
  • Lead incident and near-miss investigations, delivering root cause analysis and actionable corrective/preventive measures
  • Manage HSE audits and inspections (including OVMSA/OVID), ensuring timely CAPA closure with verified effectiveness
  • Analyze HSE performance data (leading/lagging indicators), identify trends, and implement targeted safety improvement initiatives
  • Deliver training, safety communications, and “lessons learned” programs to crews and shore-side teams

Required Experience & Credentials:

  • 5–10+ years of progressive HSE experience supporting marine vessel operations (tug, tanker, or shipping)
  • Proven track record implementing and sustaining HSE/SMS/TSMS programs across multi-vessel operations
  • Strong experience leading incident investigations and driving measurable reductions in injuries and incidents
  • Deep knowledge of risk assessment tools (JSA, HIRA, HazID/HazOp, Bow Tie) and industrial hygiene fundamentals
  • Bachelor’s degree in Safety, Engineering, Marine, Environmental Science or related field (or equivalent experience)
  • Professional HSE certification (e.g., CSP, NEBOSH, IOSH) preferred
  • Familiarity with OVMSA/OCIMF and OVID processes; internal audit (ISM/TSMS/ISO) experience strongly preferred
  • TWIC (or ability to obtain) and eligibility to work in the U.S.; ability to support on-call and rotational DPA/CSO coverage

This is a highly visible, field-driven safety leadership role—focused on influencing behavior, strengthening risk controls, and embedding a proactive safety culture across marine operations.
