Business Development Manager
Overview
Our client, a growing government services and maritime-focused organization, is seeking a highly driven and results-oriented Business Development Manager with a proven track record in the DHS and/or Department of Defense (DoD) market. This role is critical to expanding market presence, building strategic customer relationships, and driving revenue growth across both traditional and emerging sectors.
The ideal candidate brings deep experience supporting federal agencies such as NAVSEA, Naval Surface Warfare Centers, and related maritime/technical programs, with a strong history of successful captures and pipeline development.
Key Responsibilities
- Identify and pursue new business opportunities through market intelligence, competitive analysis, and industry engagement
- Develop and execute strategic business development plans aligned with company growth objectives
- Build, maintain, and expand relationships with key government and industry stakeholders
- Generate and qualify leads through networking, industry events, and targeted outreach
- Manage and grow a qualified pipeline, with accountability for revenue targets and capture success
- Support capture strategy, proposal development, and contract execution efforts
- Collaborate with executive leadership on long-term growth strategy and market expansion
- Prepare and deliver client presentations, proposals, and strategic growth plans
- Track and report on pipeline activity, capture progress, and revenue performance
Qualifications
- 10+ years of business development experience within the DHS and/or DoD market (required)
- Demonstrated success in winning and growing federal contracts (size, scope, and revenue impact)
- Strong understanding of government procurement processes and contracting lifecycle
- Experience with tools such as GovWin or similar business intelligence platforms
- Excellent communication, negotiation, and presentation skills
- Strong analytical mindset with the ability to assess market trends and customer needs
- Prior military or government experience is highly desirable
- Proven ability to operate independently while contributing to a broader team strategy
Work Environment & Expectations
- Hybrid or remote flexibility based on experience and performance
- Approximately 30%+ travel expected for client engagement and business development activities
- Performance-driven role with success measured by revenue growth, client acquisition, and pipeline development
- Reports directly to senior executive leadership
Education
- Bachelor’s degree in Business, Engineering, or related field preferred
- Equivalent experience with demonstrated business development success will be considered
